Since 1 July 2013, the Construction Products Regulation (CPR) has replaced the Construction Products Directive (CPD) in all Member States of the European Union.
The Construction Products Regulation (CPR) has two main purposes:
To give the text a legal status so that it is applied in the same way in all countries in the European Union, without being adapted to national law;
To integrate changes resulting from feedback concerning the application of the CPD.
A Construction Product is a product which is incorporated in a long-term manner in constructions and which complies either with a harmonized European standard (hEN) or which has a European Technical Assessment (ETA, the current equivalent of European Technical Approvals). For all of the products concerned, a Declaration of performance (DoP) must be provided.
A Declaration of Performance lists the values declared for the product's basic characteristics and the reference of the CE certificate issued by a Notified Body for levels that require it.
In response to an increasing demand for environmental and health information for construction products and materials, the AFNOR supported the implementation of the NF P 01-010 standard. This standard defines the presentation framework for the environmental and health characteristics of construction products, in the form of datasheets. These environmental and health declarations sheets are produced on the basis of, among other things, a scientific method of analysis of the product's life (LCA).
Since 2002, in compliance with these regulations, the concrete industry has been committed to producing FDES declarations for its main products.
